The Nation-wide Garbage Trucks Survey and Drafting the Bidding Documents and Specification Norm Stipulates for Centralized Purchasing and Supplying Garbage Trucks

Absrtact	In accordance with the project requirements, the following works have been accomplished: 1.Baseline data survey of nationwide garbage trucks and other implements, including operation status, manpower requirement, outlays (including collection and treatment costs), collection methods, service areas, population of service area, collection routes and frequency as well as analysis on the resources allocation of garbage clearance and conveying trucks in nationwide environmental protection entities. 2.Collection of garbage trucks procurement specifications currently applied by local (city and county) governments and the related opinions thereof, preparation of standards and specifications of centralized procurement tender document for inter-entity supply contract, and conducting of two experts consulting meetings, two suppliers discussion meetings and four seminars with the local environmental protection entities. 3.Establishment of a garbage truck procurement method by using a centralized procurement inter-entity supply contract, preparation of the acceptance method and the format of relevant documents for the procurement of various sealed compression garbage truck (including additional facilities), conducting a price survey and analysis and preparation of suggested budget , as well as assisting the EPA in the tendering procedures of inter-entity supply contract t for 2007. 4.Drawing up the contents and references for the “Proposal for Application of Subsidy for Replacement of Old Garbage Trucks by the City/County Governments”, including examples, application and review procedures, subsidy rules and relevant regulations, and conducting relevant review works. 5.Conducting the analysis and suggestions on the service life of garbage truck, studies of various replacement methods and the incentive mechanism and related measures for replacement of old garbage trucks by local governments. 6.Establishment of a information system for the nationwide garbage collection vehicles and garbage collection information, and conducting baseline data survey.
